If I remember correctly, it's around the place where you fight your rival when you go through the first time (the place with all the rocks and broken walls). Make sure to go there between 8-9pm!

Yeah, you can only find Mega Stones between 8-9pm. I had a hard time like you did before I found that out.

I don't think so, no. Anistar City has the sundial where Sycamore upgrades your Mega Ring.
