Except in Generation V, where you had to use the new 'mons.
if this came a generation earlier my HP and Attack/Sp. Attack issues would be resolved

But Pichu is a pre-evolution of Pikachu! It has to have slightly lesser statistics and a lower movepool!

I only call Pachirisu and Emolga as that. Marill, Plusle and Minun fit according to some. Anyways, the trends since DP are:
The female lead must get the Pikaclone.
Dawn has Pachirisu.
Iris has Emolga.

I'd thought you'd talk about some of the traits of a Pikaclone...
I'd think that the new 'mon are the only real Pikaclones, as it invokes Pikachu more.
