So, Toxic will always hit if used by a Poison-type. Even if the opponent is Flying or underground.

Venusaur is a Poison-type and can learn Toxic.

The biggest reason is because I already have got enough fire. A little too much for my tastes, but it's what I have so I'm going to work with it.
