If I remember correctly, accuracy improves the greater you outlevel the opponent. Whether I'm right or not, it's still not very useful for your leveling rate and nature of play.

It's +1 accuracy% per one level of difference.

And that is literally the only way you can increase it.

So a lvl 100 would always hit a lvl 30 :o

Yes.

But that would require you to grind a 'mon up to 100.

(In the first generation, you could use an X Accuracy to get perfect accuracy - it just removed the accuracy check for all of the 'mon's moves. That, obviously, has been changed.)
