And I was typing this all out when Lief got it right, so I'm posting it anyway:

It has arms and/or legs, but no tail.

It's a physical type(s), but not Fighting, Ground, Steel, Bug, or Normal type, leaving Ghost, Flying, Poison, and Rock.

It can be found in a forest, but not regularly (and one of my guesses was Pal Park).

It's not a roaming Pokémon, or one with mushrooms on it.

It is a Hoenn Pokémon.

It is not fully evolved.
