What difference does it make? Is the cost lumped with things like the electric bill or what?

It means that now it's illegal for internet providers to do certain shady things such as slowing down your connection if you use a certain website, having you pay to by pass bottlenecks with speed, etc.

In short, some ISPs wanted to charge certain sites extra or they'd be slowed down but now that's illegal to do meaning consumers don't have to pay extra for sites they use :D
