I've always liked water types, but I love Delphox and I'm pretty sure I'll love this upcoming starter as well. Charizard and Blaziken are awesome too. I like Serperior and Torterra, and even Sceptitle looks cool, though I don't really like its stats.

Sceptile's cool, but... its stats, ugh. It's an unfortunate holdover from Generation III, due to Grass being a Special type. But it has a largely-physical moveset, whereas its Sp. Atk is noticeably higher than its Attack. This was worsened in later games, which seem to add more physical moves to its set. (Though it at least gets Leaf Storm, so... )
Probably the more annoying thing is that Game Freak had a chance to fix this with Mega Sceptile, allowing them to reverse and boost the Attack stat, so those ~sweet physical moves~ could get used. But noooo, instead Sp. Atk gets boosted to match Sceptile's Speed! Scepty's Speed is pretty high! Granted, you can still run a physical set pretty good, but it bugs me. ...A lot.

If I had to throw out my favorite starters, most of them would be fire type. The only exceptions are when they did 3 fire/fighting types in a row...
But yeah, looking at each Gen:
1 is Charmander (though, I still like the other two (was just joking earlier Greece ))
2 is Cyndaquil (close second is Totodile though, and I still think Chikorita is adorable)
3 is Torchic, but Mudkip and Treecko are both close behind (and I usually do pick Mudkip when playing a Hoenn game)
4 is....hmmmm....this is where it gets tough...but I'd say Turtwig is first, followed by Chimchar and Piplup tied for second
5 is definitely Snivy, followed by Oshawott, then Tepig (seriously, why would you turn a adorable little piggy into a giant fighting thing??? )
Haven't played Kalos yet, but 6 is probably Fennekin, followed closely by Froakie, then Chespin
And then there's 7...easily Rowlet is my favorite so far, followed by Poppilo, then Litten

Each first-gen starter is lame, but Squirtle is the least-lame.
Cyndaquil, Totodile, then Chikorita.

I mostly go for the Water starters, followed by Fire.
First generation, my favorite is Squirtle, but Charmander is close.

Bulbasaur best starter Venusaur is really where it's at, though. ...I wonder how much that is because of an affinity for tanks? MX-Charizard is pretty cool, so Charmander gets second pick. Squirtle is lamest.
Cyndaquil is the best for Johto because lookit him isn't he just the cutest?! Totodile is second, though Feraligatr isn't what I'd call "cool", while Chikorita is a thorough meh.
I do like Treecko a lot, though that's probably because of Ash's. Mudkip's line technically beats Torchic's, because Blaziken's the only one I like out of Torchic's tree, while I like Mudkip and Swampert. They both get more than the "meh" of the other starters, though.
Turtwig is definitely the best Sinnoh starter. The first two forms of the other starters are kinda eh, but I definitely like both Infernape and Empoleon. Infy beats Emps, though.
Oshawott is the best Unova starter. Snivy and Tepig are both thorough mehs, due to their evolutions, though their bases are decent.

If we're just talking about starters as in starters (i.e. with no regard to final evolution) from a design standpoint:
Gen I: Bulbasaur. Always.
Gen II: I think Cyndaquil has the best design, but Chikorita is my personal favorite partially for nostalgia's sake.
Gen III: I'm not a huge fan of any Hoenn starters. I consistently pick Mudkip, though. I guess in my mind, he's the least terrible aesthetically. I felt like Torchic was too bland and simplified, and I didn't like that Treecho was bipedal.
Gen IV: Turtwig. I have an affinity for reptile-related looking creatures, clearly. Piplup was too similar to Torchic in design for my taste, but was also the opposite of Torchic if that makes sense; another simplified, cute bird, but a penguin...and water typed. I never liked Chimchar for some reason, his eyes creep me out.
Gen V: Snivy. I chose Tepig as my starter because Tepig is ignored and adorable in his own right...but to me Snivy is serperior overall.
Gen VI: Fennekin. Realistically, I picked Froakie as my starter because of Greninja. But as a starter, Fennekin looks far more attractive. I'm very biased towards foxes.
Gen VII: Rowlett for sure. Litten looks like a painted cat and the water starter gives me Oshawott teas (But I do like his overall look better than Oshawott).
