Minecraft, along all Steam games, can always be redownloaded for no charge. You pay for the Majong account, not really for the software itself. But at the end of the day, it's your choice whether to upgrade or wait and see what happens to others.

I'm not worried about losing them, I'm worried about not being able to play them if they're not compatible with 10.

Still, from what I've heard, 10 does seem to be really good so far, though a bit buggy. I may upgrade anyway, but only when things are more stable (like maybe at the end of the year).

There's apparently no governing body that regulates timezones; countries just set it up for themselves. The only countries that will really be affected are ones that regularly do business with North Korea (hint: not many). And even that effect probably won't amount to much considering it's just half an hour difference.
