You can still attempt to attack, but you have no way of ensuring you are even attacking in right direction.

There is no magic negation, nothing stops you from speaking, but you are unable to aim properly. Also, because you can't hear anything, you are unable talk with Cloud. It is also very hard to determine if you are being attacked or not until it hits you.
