Hm...assuming we're talking about the same thing, I'd say...a game that has a definable ending. Hours can be put into it, and you'll get a nice ending for it, saying "yeah, you beat the game, now sit back and watch the credits roll", or even something that can let you say "fuck yeah, I beat the game". It's also fun, obviously.

Proper game for me is something that entertains me, it can be an endless game (like Pokémon) or one that does eventually run out of gas somewhere along the way (like a duel).

I guess a proper game for me would be one that has a good plot, cool characters, awesome storyline, and perfect ending.
