They do, but if you return them to the hand, at least, they instead go to the Extra Deck so you can't just immediately play them again.

Don't have a lot of Pendulems in my deck and I'm kind of mystified with some aspects of them too.

Also technically not supposed to be on the computer, but that never stopped me.
