I go to write the tech rules :D

we're steampunk technologically wise and have portable boilers and a naturally hot stone hadestone which is used to make steam power efficient. Surgery lets people put literal boilers in their body with no ill effects so they can be cyborgs and by adding a little bit of magic you make living automatons! Radios, cars, blimps and more are things and you can basically get away with most tech things if you can use our psuedo science to explain it (or just say magic and call it a day :B)

anyway, for beastkin any land mammal will work. Any creature that can use magic can shapeshift into animals smaller than them too so...
