As per usual, you need Regice, Regirock, and Registeel. However! The Regice must be nicknamed(?) and also be equipped with a icy item (Snowball, Casteliacone, Nevermeltice). Then go to where you found Regice.

I never understood the huge deal with Skyla when her design was revealed back when Black/White were first revealed. Hers looked so... weird to me. She looked like a hybrid between Mega Man and a stripper.
