I believe there's a kernel of truth in this theory. Maybe there are those who do care for the wellbeing of others, however, in general, humans only pull together and support one another in times of need. Otherwise they wouldn't care.

Another possible way of taking this, is that it is impossible to genuinely care for more than 100 people at one moment in time. Meaning that it would be possible for Lima to care for everyone she does, she just can't fully care for everyone at the exact same moment.
