but, if we wanted too, we could add an elite four/champion, a player character to challenge us and their rival, and a "team" leader, to make it a full-fledged game, but we need WAY more people for that(and if THAT does happen in a slim chance, I'll set up the rules for the "game"

I was just thinking of doing a typical in-game League, with eight schmucks signed up to be Gym Leaders (with a theme, rather then a type (like I was thinking of using "man-made" Pokémon, like Porygon2, Electrode, and Genesect), because types are boring and can be more easily countered). The Gym Leaders can be fought in any order, using Smogon's OU list (with one über or Mega Pokémon per team) and are fought in 3-on-3 matches (unless otherwise stated by the Gym Leader). Battles are also level 50 battles. Once all right gym leaders are defeated by one trainer, he/she becomes Champion...until someone beats him/her. Then he/she becomes "the Elite One". This process continues until all four Elite Four positions are filled, when it will be a typical "beat Champion, become Champion". A Trainer can challenge a Gym Leader for the position, and a Gym Leader can challenge an Elite Four member for the position.

"Player/rival" rolls won't be used, because this is a League, not a game.

Also, you mentioned that you'd prefer that the gyms be based around themes instead of types, which made me think of a few things: A winged creature themed Gym, a mechanoid/metallic themed Gym, a Canidae themed Gym, an aquatic-themed Gym, a farm animal-themed Gym, an insect gym(which would be pretty much Bug-type, but eh), and a plant/nature themed Gym, and one final Gym that I have no idea what to do with... Unless you had your own ideas already, in which case never mind...

we could have the last gym be an all legendary gym, or something like that,
me, since I will most likely be the first gym, I'll use pokemon that are able to use F.E.A.R. but know moves other than those required, thus eliminating the trick, but keeping the theme.

Non, non, non, Gym Leaders can be fought in any order.  Besides, why would a Gym Leader be more powerful than the Champion?
