You actually just stated the main problem, almost nobody wants to do one anymore. Even now, all we do is talk about doing one, but not actually doing one. I think it just needs to be a spontaneous thing for it to work, rather than a planned-out and structured idea.

The way I see it, there are certain requirements for an rp to work:
1. Initial spark, you need to get people's attention, be it setting, mechanics, something. It's quite hard to do actually, look at my Peulla Magi RP thingy(sorry if I butchered the name), it never even got started since nobody was really interested.
2. If you get it started then you have to keep momentum, look at my yugioh rp, it ran out of steam after a while and just stopped (mostly my fault). My issue ended up being that I didn't know where I wanted to go with it.
So you have to get people interested and keep em interested. To do that, know your audience, what are they usually interested in? Me, personally, I lost most of my interest in massive cross-over style things because they have huge problems with balance(something I call the Saiyan Dilema). If one group is significantly stronger, people will pick them or be left with nothing to do (Look at Krillian's role vs Goku's in Dragonball and Z).
Another thing that tends to normally get me, and most people interested, is a unique concept that lets them be creative. On another site I have a group of bounty hunters in the One Piece Universe who all have Storybook themes, and it got significantly more interest than my pirate crew which was made to accept anybody, no matter their theme. Lesson: Interesting ideas get people's attention.
Another thing to keep in mind it that you should have an idea of where you're going, in order to keep the momentum going, if you're just doing things aimlessly, the lack of purpose will make rping feel...well, pointless. But, don't be stingant with a story and demand it follows a certain flow, instead be flexible and go with the flow if the others find purpose in a different path in the rp, which is why I think the older rps were more sucessful here.
Finally, OCs(original characters) aren't bad, in fact, they make people more attached to the rp. If they have to rp as a certain character, then their options are limited. Yes it's fun for a bit to be Goku, but after a while you realize you lack the true freedom of choice since you always have to look back at the source material to know what he'd do. With an OC, since you created them, you know what they'd do, and can edit unrevealed things to make him what you want him to be as you go.
Just some things I like to take into account when making an rp, just start with picking a world, or making one, that people would be interested in exploring, and take it from there(also a catchy title helps)
