Context: You can build a campsite in your town, which will occasionally house a visiting villager. If your town has 9 or fewer villagers, then you can convince them to stay. If your town has 10 villagers, tough luck.

This gets really bad when you have a villager in your campsite that you really really want in your town, but your town is full of villagers you really really don't like. It's likely that villager will never be in your campsite again, at least not for a long time. ;w;
