I know. The game seems programmed to do that. It's not what you'd expect, especially since Steven says shortly before "you must battle it to increase your bond!" or something like that. It implied that you need to catch it the old-fashioned way (to me, at least).

Probably the same thing that would happen if your Pokémon fainted - you step out of the tall grass, Steven says something, and you step back into the grass, hoping you don't screw up again.
