Eh, at least on the Nohrian side, most of the people who'd be using staves already have access to Butler/Maid.
The only real exception is Niles, and potentially Nina, depending on who her mother is.

Okay, yeah, I suppose.

Somewhat related, Sakura only really shines (pun intended) as a Priestess on Revelation, thanks to the availability of the Shining Bow, a Magic bow with a 1-2 range that's fairly powerful.  

Additionally, her Priestess outfit is based off Mikoto's, which can be furthered by having her wear the Sun Tiara.

Considering how many dudes marry Azura, there's a surprising lack of Shigures with Hoshidan Unity out there. >.<;

Shigs is the only one on guard, and he has all Hoshidan Noble skills set.

And Lethality. That isn't a Hoshidan Noble skill.

That would certainly explain my collection of Pink Berets on my Conquest file, if nothing else.
